Each official establishment must be operated and maintained in a manner to prevent the creation of insanitary conditions and to ensure that product is not adulterated. When the establishment is not operating during scheduled hours of operation, as indicated on MPES Form 79-038 (Rev. 10/11), Schedule of Operations, all plant equipment and facilities shall be clean and sanitary.
