Section 10417 - Enforcement of Facility Compliance Plan(a) A facility compliance plan shall, in all respects, be subject to enforcement by a participating permitting authority the same as if it were an individual permit issued by the permitting authority.Cal. Code Regs. Tit. 27, § 10417
