Section 10402 - Eligibility for Designation as a Permit Consolidation Zone(a) Cities or counties with a population greater than 5,000, based upon the 1990 census, are eligible to apply for a Permit Consolidation Zone which may constitute all or part of their jurisdiction.(b) Cities and counties, individually or together, may apply for a Permit Consolidation Zone.(c) Not more than 20 Permit Consolidation Zones may be designated.
