Section 6600 - Purpose, Scope, and Authority
(a) As authorized by Government Code section 65589.9, these regulations establish the Department's Prohousing Designation Program (Program). Through this Program, the Department will determine which Jurisdictions qualify to be designated as Prohousing. Jurisdictions receiving a Prohousing Designation shall be awarded additional points or preference in program funding applications pursuant to Government Code section 65589.9(b). These regulations establish the Prohousing Designation Program's procedures for designating qualifying Jurisdictions as Prohousing, but not the value or form of any preferences that these Jurisdictions will receive under funding programs.
(b) These regulations specify the Prohousing Designation Program's procedures for submitting applications for a Prohousing Designation, reviewing and scoring these applications, designating Jurisdictions as Prohousing, monitoring Jurisdictions' compliance with the Program, and revoking noncompliant Jurisdictions' Prohousing Designations.
(c) If any provision of this subchapter, or any portion thereof, is adjudged to be invalid by a court of competent jurisdiction, or if any provision of this subchapter, or any portion thereof, loses its force or effect as a result of legislative action, that judgment or action does not affect the remainder of the provisions of this subchapter. For this purpose, this subchapter's provisions are severable.

1. New subchapter 6.6 (sections 6600-6607) and section filed 6-25-2021 as an emergency; operative 6/25/2021 (Register 2021, No. 26). Emergency expiration extended 60 days pursuant to Executive Order N-40-20 plus an additional 60 days pursuant to Executive Order N-71-20. A Certificate of Compliance must be transmitted to OAL by 4-25-2022 or emergency language will be repealed by operation of law on the following day.
2. New subchapter 6.6 (sections 6600-6607) and section refiled 4-1-2022 as an emergency; operative 4/22/2022 (Register 2022, No. 13). A Certificate of Compliance must be transmitted to OAL by 7-21-2022 or emergency language will be repealed by operation of law on the following day.
3. New subchapter 6.6 (sections 6600-6607) and section refiled 7-5-2022 as an emergency; operative 7/19/2022 (Register 2022, No. 27). A Certificate of Compliance must be transmitted to OAL by 10-17-2022 or emergency language will be repealed by operation of law on the following day.
4. Renumbering of former section 6600 to section 6600.1 and new section 6600 filed 1-2-2024; operative 1/2/2024 pursuant to Government Code section 11343.4(b)(3) (Register 2024, No. 1).
