(a) The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (Pub. L. No. 104-193, 8 U.S.C. § 1621), among other provisions, requires that receipt of public benefits be limited to U.S. citizens and qualified aliens. Public benefits provided by state governments are subject to this federal Act.(b) The purpose of this chapter is to implement this requirement by establishing procedures for verifying the citizenship or qualified alien status of beneficiaries or prospective beneficiaries of certain housing regulatory programs administered by the Department of Housing and Community Development (hereinafter "the Department").Cal.
