Section 5016 - Miscellaneous Provisions(a) The provisions in this Chapter are not intended and shall not be construed as authorizing the Delta Stewardship Council or any entity to exercise its power in a manner that will take or damage private property for public use without the payment of just compensation.(b) The provisions in this Chapter are not intended to affect the rights of any owner of property under the Constitutions of the State of California or the United States.(c) The provisions in this Chapter shall not increase the State's flood liability.Cal.
