Section 3929.20 - Basin Plan Amendment to Improve and Clarify Waste Discharge Prohibition Language

The California Regional Water Quality Control Board, Central Coast Region (Central Coast Water Board) adopted Resolution No. R3-2022-0001 on February 18, 2022, amending the Water Quality Control Plan for the Central Coastal Basin (Basin Plan). The State Water Resources Control Board (State Water Board) approved the amendment under Resolution No. 2022-0022 on June 7, 2022.

This Basin Plan amendment improves and clarifies Basin Plan waste discharge prohibition language by establishing prohibitions on unauthorized discharges in all waters of the state, and by revising the existing land disturbance prohibition.

In addition, this Basin Plan amendment makes non-substantive, editorial changes to Basin Plan prohibition language by adding a Monterey Bay prohibition zone map and by consolidating existing domestic animal waste prohibitions. These non-substantive changes will not have an effect on existing regulations.

This amendment will improve the effectiveness of water quality protection due to increased clarity and accuracy of language in the Basin Plan.
