The Regional Water Quality Control Board, Central Coast Region (Central Coast Water Board) adopted Resolution No. R3-2016-0030 on July 28, 2016, amending the Water Quality Control Plan for the Central Coastal Basin (Basin Plan). The State Water Resources Control Board approved the amendment under Resolution No. 2016-0058 on November 15, 2016.
Resolution No. R3-2016-0030 revises designated beneficial uses for the following surface waterbodies in Table 2-1 of the Basin Plan: Newell Creek, Carneros Creek, Old Salinas River Estuary (downstream of Potrero Road), Tembladero Slough, Salinas Reclamation Canal, Gabilan Creek, Old Salinas River, Orcutt Creek, Shuman Canyon Creek, Casmalia Canyon Creek, and Arroyo Paredon.
In addition, this amendment makes numerous non-substantive editorial changes to Basin Plan language, including revisions to maps and figures, correction of historical transcription errors, and correction of regulatory citations and outdated language. These non-substantive changes will not have a regulatory effect.
This amendment will improve effectiveness of water quality protection due to increased clarity and accuracy of language in the Basin Plan, updated beneficial use designations, improved terminology consistency, and updated names and locations of waterbodies.
