Section 3919.18 - Site-Specific Water Quality Objectives and Total Maximum Daily Load for Suisun Marsh and Addition of Suisun Marsh to Water Bodies Addressed by San Francisco Bay Mercury TMDL

On April 11, 2018, the San Francisco Bay Regional Water Quality Control Board adopted Resolution No. R2-2018-0015, amending the Water Quality Control Plan for the San Francisco Bay Region to address impairment of Suisun Marsh by low dissolved oxygen/organic enrichment and mercury. This amendment establishes site-specific water quality objectives for dissolved oxygen in the marsh slough channels and a total maximum daily load (TMDL) with targets equal to the water quality objectives. The goal of the amendment is to reduce occurrences of anthropogenically-induced low dissolved oxygen, and to protect aquatic life (EST, MIGR, RARE, and SPWN) beneficial uses. The implementation actions are designed to encourage and build upon on-going water and vegetation management in the marsh, and to comply with the requirements of the 401 water quality certification for managed wetlands maintenance and operations.

The Basin Plan amendment extends applicability of the San Francisco Bay Mercury TMDL to Suisun Marsh including fish tissue targets, TMDL allocations, and implementation and monitoring requirements.

On August 21, 2018, the State Water Resources Control Board approved the Basin Plan amendments with Resolution No. 2018-0040.
