Section 3008 - "Amendment to the Water Quality Control Plan for Ocean Waters of California to Control Trash" and "Part 1 Trash Provisions of the Water Quality Control Plan for Inland Surface Waters, Enclosed Bays, and Estuaries" Adopted by the State Water Resources Control Board on April 7, 2015On April 7, 2015, the State Water Resources Control Board (State Water Board) adopted Resolution 2015-0019, which approved an "Amendment to the Water Quality Control Plan for Ocean Waters of California to Control Trash" and "Part 1 Trash Provisions of the Water Quality Control Plan for Inland Surface Waters, Enclosed Bays, and Estuaries" (collectively referred to as the Trash Amendments).
(1) The Trash Amendments provide a consistent regulatory approach to protect the beneficial uses of surface waters of the state from impacts of trash through a land use-based compliance approach to focus limited resources on high-trash generating areas.(2) The Trash Amendments apply to all surface waters of the State, with the exception of those waters within the jurisdiction of the Los Angeles Regional Water Board where trash or debris Total Maximum Daily Loads (TMDLs) are in effect prior to the effective date of the Trash Amendments.(3) The Trash Amendments include six primary elements: a narrative water quality objective, a prohibition of discharge, corresponding applicability, implementation provisions, a time schedule, and monitoring and reporting requirements.Cal.
