Section 2501 - Establishing Goals(a) The program goals of not less than 15 percent for minority business enterprises and not less than 5 percent for women business enterprises, as set forth in Public Contract Code section 10115, apply to the overall annual expenditures of the department, and such goals shall be used for specific contracts unless the Department determines that more appropriate goals shall be used for a project or contract based on the availability of MBEs and WBEs in a specific local region or the opportunity for subcontracting presented by the project or contract.(b) Contracts for a dollar amount of ten thousand dollars ($10,000) or less shall not require participation goals.Cal.
