(a) After conclusion of the public comment period provided in Public Resources Code section 25794.5(g), the executive director shall prepare and publish a final staff analysis pursuant to Section 1208 that includes a recommendation on whether the application meets all statutory requirements, and whether the commission should issue a certificate to construct and operate the site and related facility.(b) The final staff analysis shall respond to public and agency comments.(c) The final staff analysis shall include a final determination on whether certification of the site and related facility is prohibited under Public Resources Code section 25794.6.Cal.
