(a) Within 10 days of receipt of the application, the commission shall provide the application to all California Native American tribes that are culturally and traditionally associated with the geographic area of the site.(b) Prior to the release of a preliminary staff analysis specified in Section 1896, the commission shall consult with tribes in a manner consistent with Public Resources Code sections 21080.3.1 and 21080.3.2.(c) The commission may initiate consultation earlier than specified under Public Resources Code section 21080.3.1 to ensure effective engagement, meaningful process, and information exchange.Cal.
