Section 1868 - Appeals to Commission
(a) Any party to county proceedings conducted pursuant to authority delegated by the commission may, within 30 days of the issuance of the county's written decision, or within 30 days of the disposition by that county of an appeal filed pursuant to county ordinances, appeal any substantive issue of the county decision to the commission.
(b) The appeal shall specify the bases therefor, and shall include a succinct summary of the evidence received by the county pertinent to the issues appealed, and shall specify the relief requested.
(c) The appeal shall include a copy of the administrative record of the county which has been certified by the county as complete.
