(a) A decision of the board about a hearing it conducted shall be made by the board.(b) The board shall make its decision either at the conclusion of the hearing, or at another board meeting.(c) The board may adopt in whole the written recommendation of board staff as its decision if the recommendation complies with section 619.1.(d) If the board does not adopt in whole the staff recommendation: (1) the board shall make a statement of decision that includes: (A) the decision made about the application; and(B) the reasons for the decision; and(2) board staff shall prepare a written decision consistent with the board's statement of decision.(e) The decision of the board is effective upon its vote.(f) The board shall send a copy of its written decision to the parties. (1) The board need not send a copy of its written decision under subsection (c) to the parties if the parties received, prior to the hearing, a copy of the staff recommendation that was adopted in whole as the board decision.Cal.
