Section 1645 - Scope of Practice(a) The purpose of an inactive certificate is to enable an individual to maintain licensure as a physician and surgeon in a non-practicing status; as such, an inactive certificate holder shall not engage in the practice of a physician and surgeon in the State of California.(b) The holder of an inactive certificate need not comply with the continuing medical education requirements established by the Board.Cal.
