(a) The Executive Director shall administer the affairs of the Commission in accordance with the direction and policies of the Commission. He or she shall also appoint such other employees as may be necessary to carry out the functions of the Commission. Appointments of staff members shall be presumed to be approved by the Commission unless the Commission objects by a majority vote at the meeting when the Executive Director announces the appointment.(b) Except as specifically provided by Commission resolution, the Executive Director may delegate the performance of any of his or her functions, including those specifically prescribed by the McAteer-Petris Act, the Suisun Marsh Preservation Act, or by these regulations, but such delegation shall not affect his or her responsibility to see that the directions and policies of the Commission are carried out fully and faithfully.Cal.
