(a) The agency staff shall review each application to determine whether it is complete and complies with Section 5410. The agency staff shall notify an applicant that its application was determined to be incomplete or otherwise not in compliance with Section 5410 pursuant to Section 5428(d)(1).(b) The agency shall review all complete applications based upon the information contained in the portions of the application described in Section 5410(b), (c), (d) and (f)(2) to determine whether the proposed project is eligible for funding. The agency staff shall notify an applicant that its application was determined to be ineligible for funding under the Act and these regulations pursuant to Section 5428(d)(1).(c) Applications determined eligible pursuant to the review in subsection (b) above shall be submitted for peer review pursuant to Section 5427.(d)(1) The agency staff shall review each application with (1) a positive peer review pursuant to Section 5427(d), or (2) a negative peer review but receiving an evaluation pursuant to Sections 5428(a) or 5431(d)(2), to consider the proposed project's ability to further the program goals contained in the Act and described in Sections 5417 to 5422.(2) The agency staff shall prepare a report on each project that has received a review pursuant to subsection (d)(1) of this Section, discussing the degree to which it furthers each of the program goals.Cal.
