Section 2614.4 - Consolidation and Bifurcation(a) When proceedings that involve a common question of law or fact are pending, the administrative law judge or hearing officer on the judge's or officer's own motion or on motion of a party may order a joint hearing of any or all the matters at issue in the proceedings. The administrative law judge or hearing officer may order all the proceedings consolidated and may make orders concerning the procedure that may tend to avoid unnecessary costs or delay.(b) The administrative law judge or hearing officer, on the judge's or officer's own motion or on motion of a party, in furtherance of convenience or to avoid prejudice, or when separate hearings will be conducive to expedition and economy, may order a separate hearing of any issue.Cal.
