Cal. Code Regs. tit. 10 § 2199.4.3
The Insurance Commissioner shall exercise discretion in deciding whether or not to disapprove a manual and serve a Notice of Determination to Hold Hearing pursuant to section 2199.3.3 of these regulations because it fails to meet the requirements of Insurance Code section 1855.5. The Commissioner will serve a Notice of Determination to Hold Hearing when the Commissioner reviews an application and determines that it should be disapproved or revoked. Hearings shall be conducted in accordance with the provisions of Insurance Code section 1861.08 and sections 2649.1-2662.8 of these regulations.
