Section 260.150 - Technical Reports(a) The Commissioner may require the submission of a technical report whenever he determines that such a report is necessary in resolving a matter pending before him. The cost of a technical report shall be borne by the person requested by the Commissioner to submit it. The Commissioner may require or permit a technical report to be prepared by an employee of the State of California.(b) The engineer, appraiser or other skilled person preparing a technical report shall submit with such report a statement as to his qualifications and experience and a statement of any material relationship or other factor which tends to impair his independence from the subject matter to which or the person to whom the technical report relates.Cal.
