Section 5.3101 - Pre-Filing Conference and Review(a) The staff of the Department is available to confer with a prospective applicant in advance of the filing of an application for the purpose of discussing questions relating to such application. However, no application will be decided in advance of filing.(b) A prospective applicant may, before filing an application, submit a draft of such application or of a document which is to be part of such application to the staff of the Department for review and comment as to form. However, any comments made on a draft of an application or of a document which is to be part of an application will relate only to the form of such application or of such document and not to the substance or merits of such application or of such document.Cal.
