ARKANSAS RULES & REGULATIONS FOR BARBERING
To ensure that operators of barber colleges have sufficient time to make careful study and examination in selecting their instructors, said operators are, hereby, authorized by the Board upon request to substitute a licensed Registered Barber, in good standing with the Board, to exercise the duties and functions of a regular licensed instructor until a licensed instructor can be obtained.
