Section R21-9-219 - Staffing RatiosA. An adoption agency shall have sufficient staff to satisfy: 1. All statutory requirements for provision of adoption services;2. All applicable requirements of this Article and A.A.C. Title 21, Chapter 5, Article 4; and3. All requirements included in the adoption agency's own operating and procedural manuals, policies, or guidance documents.B. To determine sufficiency under subsection (A), OLR shall consider: 1. Complaints made against the adoption agency;2. The complexity of the individual needs of the clients served by the adoption agency;3. The professional training and experience of the adoption agency's staff;4. The specific functions assigned to individual adoption agency staff;5. The geographic area served by the adoption agency and any travel time required for adoption agency staff;6. The respective amounts of time staff devote to various functions and responsibilities, including provision of services, court appearances, case documentation, professional training and development, and administrative tasks; and7. Other similar factors bearing on caseload distribution.C. Notwithstanding any other provision of this Article, a social worker whose caseload is predominantly a caseload of children with special needs shall not have a caseload in excess of 20 children.Ariz.
