Any member of the public may comment upon a rule proposed by the Department by submitting written comments on the proposed rule to the Director.B. Any document is considered to have been submitted on the date it is received by the Department. If a document is mailed, this date shall be the date on the postmark.C. All written comments received during the period specified by A.R.S. § 41-1023(A) shall be considered by the Department.D.
