Section R13-5-102 - Law Enforcement Merit System CouncilA. Authority. The statutory authority of the Law Enforcement Merit System Council is found in A.R.S. § 41-1830.11 through § 41-1830.16.B. Decisions of the business manager are subject to review by the Council.C. Selection of officers. The Council shall select a Chair and Vice-Chair from its members at a regular meeting in November or December of even-numbered years. The Chair and Vice-Chair shall hold office for a period of two years, or until their successors are selected.D. Meetings. The Chair, or in the Chair's absence the Vice-Chair, shall call a meeting of the Council when a meeting is needed. The Council shall hold meetings at a location convenient to the participants whenever possible. Except for the Council's executive sessions, the Council's meetings shall remain open to the public and the Chair shall give interested parties an opportunity to be heard.E. Quorum. Three members are required for a quorum, and concurring members must equal a majority of those voting in order to take action.F. Minutes. The Council shall keep minutes of its proceedings and official actions. The Council's records and minutes are open to public review during normal business hours.G. Council rules. An agency shall provide employees with a copy of the Council's rules.Ariz. Admin. Code § R13-5-102
