Section 7 AAC 80.010 - Reasonable fees; collection; billing; non-denial of services
(a)7 AAC 80.010 - 7 AAC 80.990 establish reasonable fees for public health services provided or inspections made by the department. The reasonable fee established for a public health service or inspection does not exceed the actual cost to the department of providing the service or inspection.

(g) The department will, in the department's discretion, collect the fee for a public health service or inspection at the time the service is provided or the inspection is made. The department will, in its discretion, implement a billing system for a public health service.
(h) In the case of certification or registration services provided and inspections and testing conducted under AS 18.60.475(a), the reasonable fee for certification or registration will include an amount to compensate for the cost of inspections and testing. When inspections and testing are not done annually, the amount included in the annual fee to compensate for the cost of inspections and testing of radiological devices will be based on an average of cost-per-unit expenditures.

(k) The department will not deny an individual or withhold from an individual a public health service because of the individual's inability to pay the fee for the service at the time the individual seeks the service. The department will post a sign at each location at which it provides a public health service informing the public of the policy set out in this subsection.

Amendments to 7 AAC 80.010 took effect on 1/1/95 as an emergency regulation and were published in Register 133, April 1995. Due to technical corrections made by the regulations attorney to the emergency language of 7 AAC 80.010, the permanent regulation as it was published in Register 134, July 1995 differed from the emergency regulation even though the section's history note did not reflect an amendment to that section.
