Section 7 AAC 45.257 - Family self-sufficiency plan(a) If an assistance unit receiving ATAP benefits is a two-parent family, both parents shall sign the family self-sufficiency plan (FSSP) required by AS 47.27.030.(b) In developing the FSSP, the department will make an initial assessment of the training, skills, prior work experience, and characteristics affecting the employability of each caretaker relative in an assistance unit who is an ATAP recipient and at least 18 years of age. An assessment may also include a referral to an appropriate agency for (1) screening for an indication of domestic violence;(2) screening for an indication of substance abuse;(3) screening for an indication of physical or mental illness; or(4) testing for literacy.(c) The department may accept a plan developed with the applicant or recipient by another agency, if the plan meets the standards set out in AS 47.27.030.(d) If an applicant or recipient, without good cause as defined in 7 AAC 45.261, fails to cooperate with the department to develop and to sign the FSSP, fails to comply with a provision of the FSSP, or fails to participate in an assessment as described in (b) of this section, the department will impose a penalty upon the family in accordance with 7 AAC 45.980.(e) For purposes of AS 47.27.030, in addition to the supports and services listed in the definition of "self-sufficiency services" in AS 47.27.900, the "other work supports and services" to be provided by the department, as referred to in that definition, include the following: (1) case management, including family problem-solving and mentoring to support the FSSP;(2) substance abuse treatment referral;(3) pre-employment and job-search skill building;(4) job-retention counseling, including referrals for counseling to be used after ATAP eligibility ends;(5) child-care consumer education and referrals;(6) pregnancy prevention information and referrals;(7) referrals for supportive services and financial assistance needed to retain employment after ATAP eligibility ends, including child care, transportation, vehicle repairs, tuition, start-up costs, job interview costs, and licenses to support education and employment activities related to the FSSP;(8) referrals to resources outside the department.Eff. 7/1/97, Register 142; am 1/7/2005, Register 173; am 6/23/2006, Register 178Authority:AS 47.05.010
