Section 21 AAC 10.070 - Adoption of legislative procurement procedures
(a) The Office of the Ombudsman adopts theAlaska-Legislative Procurement Procedure, revised as of November 21, 2013, as amended from time to time, and adopted by reference, except as otherwise provided in this section.
(b) For purposes of this section, "procurement officer" means the appointed ombudsman or a person designated by the ombudsman to carry out a procurement.
(c) Competitive procurement procedures do not apply to a contract for an investigation under AS 24.55.100, including professional services of an investigator or expert hired for work on an ombudsman investigation. However, a copy of the contract for an investigation shall be included in the ombudsman's procurement fil es after the investigation is closed.
(d) Contracts must be authorized by the ombudsman, and shall be approved as to fonn by legi slative legal counsel.
(e) For procurements made by the Office of the Ombudsman, documents required to be maintained under theAlaska-Legislative Procurement Procedures will be maintained by the Office of the Ombudsman.
(f) The ombudsman will issue any written decision on a protest or contract controversy, regardless of whether the ombudsman or the ombudsman's designee was the procurement officer.
