Section 18 AAC 74.900 - Definitions

Unless the context indicates otherwise, in this chapter

(1) "applicant" means a person seeking a certificate under this chapter;
(2) "approved" means approved by the department;
(3) "board" means the Water and Wastewater Works Advisory Board created by AS 46.30.020;
(4) "certificate" means a certificate of competency, issued to an operator by the department, stating that the operator has met the requirements for the specified level of the certification program;
(5) "CEU" means continuing education unit;
(6) "community water system" has the meaning given in 18 AAC 80.1990;
(7) "department" means the Department of Environmental Conservation;
(8) "director" means the director of the department's division in which the operator certification program resides;
(9) "groundwater under the direct influence of surface water" has the meaning given in 18 AAC 80.1990;
(10) "main line lift station" means a pumping facility that is designed to lift wastewater from a portion of the main line at an elevation to another portion of the main line at a higher elevation; "main line lift station" does not include a wastewater sump from which wastewater is pumped from a household, building, building complex, or septic tank into the main line;
(11) "non-transient non-community water system" has the meaning given in 18 AAC 80.1990;
(12) "on-site" means to be present at a system during normal operations;
(13) "operating experience" means the time spent at a system in satisfactory performance of operation duties;

(15) "operator" means a person engaged in the operation of a water supply or wastewater system; "operator" does not ordinarily mean an official, such as the city engineer or public works superintendent, exercising only general administrative supervision;

(17) "public water system" has the meaning given in 18 AAC 80.1990;
(18) "service connection" means a pipe, with all its parts, that connects a water or sewer main with building plumbing;
(19) "supervising operator" means an operator who makes process control and system integrity decisions about water quality or quantity that affect human health, safety, and welfare;
(20) "surface water" has the meaning given in 18 AAC 80.1990;
(21) "system" means a water system or a wastewater system;
(22) "transient non-community water system" has the meaning given in 18 AAC 80.1990;
(23) "validated examination" means an examination that is independently reviewed by subject matter experts to ensure that it is based on a job analysis and related to the classification of the system;
(24) "wastewater collection system" means pipelines or conduits, pumping stations and force mains, and all other related constructions, devices, and appliances used to conduct wastewater to a wastewater treatment system;
(25) "wastewater system" means the system of pipes, structures, equipment, and processes required to collect, carry away, and treat domestic or industrial wastewater and dispose of the effluent;
(26) "wastewater treatment system" means devices, structures, and equipment used to treat, neutralize, stabilize, or dispose of wastewater and residuals;
(27) "water distribution system" means post-treatment storage facilities, conduits, mains, lines, pumping stations, or other devices used to carry water to the consumer;
(28) "water system" means any source of water, intake works, collection system, treatment works, storage facility, or distribution system from which water is available for human consumption; "water system" includes systems providing water to more than one residence, or to a factory, office building, restaurant, school, or similar facility. "Water system" does not include a system serving only a single-family residence;
(29) "water treatment system" means devices, structures, and equipment used to condition, purify, or refine water for human consumption.
(30) "community septic task" means a septic task that serves
(A) one or more multi-family dwellings;
(B) a mobile home park, a trailer park, or a recreational vehicle park;
(C) two or more
(i) private residences; in this sub-subparagraph, "private residence" has the meaning given in 18 AAC 72.990;
(ii) commercial establishments;
(iii) industrial establishments; or
(iv) institutions; or
(D) a combination of two or more of the structures listed in (C)(i) - (iv) of this paragraph;
(31) "examinee" means an individual who has registered for a certification examination.
