Section 17 AAC 42.600 - Scope, findings, and purpose
(a)17 AAC 42.600 - 17 AAC 42.699 apply only to Fairbanks International Airport.
(b) The department finds that
(1) the number of tiedown spaces available on the airport is usually adequate to meet the needs of owners of float and wheel-equipped aircraft;
(2) the demand for a specific category of tiedown spaces exceeds the number of spaces available from time to time;
(3) the number of spaces available for transient aircraft tiedown parking on the airport exceeds the demand for the spaces; and
(4) it is in the best interest of the state that the owners or lessees of airworthy aircraft use tiedown space on the airport.
(c) The purpose of 17 AAC 42.600 - 17 AAC 42.699 is to regulate the issuance of permits for aircraft tiedown spaces in a manner that
(1) provides a fair system for issuance and cancellation of permits and reassignment of tiedown spaces;
(2) provides permits for persons who own or lease airworthy aircraft;
(3) provides maximum use of available tiedown spaces; and
(4) reduces the wait lists for tiedown permits.
(d) The provisions of 17 AAC 42.600 - 17 AAC 42.699 do not apply to transient aircraft parking areas.
