A committed youth shall be discharged who, in the judgment of the director, has gained optimal rehabilitation from the programs of the department and will not be received again by the department under the original commitment order. A committed youth who has reached optimal rehabilitation from the programs of the Department is a youth who, in the judgment of the director, can receive no further gain from the programs of the Department. The Department shall notify the committing court in writing at least ten days in advance of the discharge.
