The objective of this Rule is to establish a training, examination, and certification program which ensures that all blasts in surface coal mining and reclamation operations are designed, supervised, and executed by trained and competent persons who meet the requirements of these regulations as they relate to blasting in surface coal mining and reclamation operations.
