Section 800-1-3-.03 - Publications
(1) Title 16, Chapter 25, Section 19 requires that an Annual Report be published; such report to show the fiscal transactions for the preceding school year, the amount of accumulated cash and securities of the system and the last balance sheet showing the financial condition of the system by means of an actuarial valuation of the assets and liabilities of the retirement system. It shall be the responsibility of the secretary-treasurer to prepare said document and present it to the Board of Control, prior to publication.
(2) It is the responsibility of the secretary-treasurer to prepare or have prepared a handbook of information explaining the Teachers' Retirement System. The style and content should be presented in such a manner as to be easily understood by the members and updated whenever necessary in order to provide current information. The Board of Control recognizes the legal implication of such publication; therefore, the Board shall approve or disapprove of such handbook before publication.
(3) Guidelines pertaining to the Advisor.
(a) The vehicle known as the Advisor be continued as a mechanism for informing people concerning matters pertinent to the Retirement Systems of Alabama;
(b) That the basic format currently used be continued;
(c) That the schedule of publication, monthly, be continued;
(d) That extreme caution be used in reporting factual matters and that if any mistake is made that the correction be made in the next issue;
(e) That all new programs or concepts not covered by Board action shall appear in an editorial column and clearly identified as the personal opinion of the writer;
(f) That articles published dealing with one of the retirement systems shall bear titles indicating the system to which the article pertains;
(g) That there be a conscious effort that sarcasm and belittlement not be a part of the philosophy of the Advisor;
(h) That extreme caution should be taken in presenting controversial issues before they are discussed with the Board of Control;
(i) That there be a conscious effort to have more communications between the secretary-treasurer and the Board of Control on controversial issues;
(j) That since the news media utilizes the Advisor as a source of information, extreme care must be taken to assure that the image of the Retirement Systems of Alabama is portrayed positively in all aspects, including cartoons and the selection of examples;
(k) That since there is such a close relationship between the Retirement Systems of Alabama and the Alabama Legislature, care must be taken in presenting articles pertaining to the Legislature.
