In the case of a vacancy on the Board of Control by death, resignation, or the member moving to another position or category which is an elected position on the Board of Control or leaving the service of the position for which members are elected to the Board of Control, the Board by secret ballot shall elect the successor from the appropriate category who shall hold office for the remainder of the unexpired term of the previous incumbent.
