(1) In particular cases and under unusual circumstances and conditions, the provisions of these rules may, at the discretion of the Commission or the Supervisor of Transportation Rates and Services and in writing, be changed or modified without the necessity of a supplemental order or without altering the full general intent and purpose of these rules.Ala.
