Emergency Welfare Services means assistance and services to meet human needs of individuals and families resulting from disasters, including, but not limited to: feeding; clothing; lodging in private and congregate facilities; registration; locating and reuniting families; care of unaccompanied children, the aged, the handicapped, and other groups needing specialized care or services; necessary financial or other assistance; counseling and referral services to families and individuals; aid to welfare institutions under disaster conditions; and all other feasible welfare aid and services to people in need during an emergency. Such measures include assistance in organization, direction, and provision of welfare services to be instituted before the disaster or emergency occurs, during the emergency and the recovery therefrom.
