Section 640-X-2-.01 - Rules Of Construction

(1) Nothing contained herein may be construed to conflict with any statute governing the administration of pardons, paroles, restoration of political or civil rights, or remissions of fines or forfeitures. If any provision is subject to more than one interpretation, it must be applied in a manner consistent with the law.

(2) The statutes providing for the administration of pardons, paroles, restoration of political or civil rights, and remissions of fines or forfeitures do not create any substantive right for any person to be granted such relief. The Agency lacks authority to promulgate and the Board has no authority to adopt any rule that would create such an entitlement.
