Within 14 days after the date of the meeting at which a rule or regulation is so proposed and provisionally adopted, the secretary-treasurer shall cause to be mailed via first class United States mail to each licensed optometrist in the state of Alabama at their addresses last known to the Board a notice in writing which shall contain a statement of either the terms or substance of the intended action or a description of the subjects and issues involved, and the time when, the place where, and the manner in which interested persons may present their views thereon.
