The rulemaking proceedings of the Department of Mental Health and Mental Retardation shall be carried out in the manner prescribed by law in the Code of Ala. 1975, § 22-50-11(8) which states that "The mental health and mental retardation department is hereby authorized and directed to establish and promulgate reasonable rules, policies, orders and regulations providing details of carrying out its duties and responsibilities." (Acts 1984, No. 346 §ll.) The rulemaking proceedings of the Department will also comply with the rules published in the Alabama Administrative Code.
