The Alabama Medicaid Agency (hereinafter referred to as "Medicaid") administers the State Plan for Medical Assistance under Title XIX of the Social Security Act (hereinafter referred to as "State Plan") which provides payment for authorized medical services and supplies available to categorically eligible recipients. Certain services are mandatory under §1902, Title XIX of the Social Security Act Mandatory services are defined in 42 C.F.R. Section 440.210. Certain other services are provided at the option of the State of Alabama. The optional services are defined in 42 C.F.R. Section 440.225.
