Rules 400-7-1-.01, etseq. shall be known and designated as "Rules and Regulations Governing Practice and Procedure before the State Oil and Gas Board of Alabama," in all proceedings relating to the conservation of oil and gas in the State of Alabama and to the administration of the oil and gas rules, regulations, and statutes of this State. These rules shall be construed to secure the just, expedient, and least expensive determination of every proceeding before the Board.
