Section 300-4-11-.04 - Awarding Procedures

The following procedures shall be the method used by the Alabama Commission on Higher Education for making available All Alabama Academic Team Recognition Program Scholarship awards to eligible students at approved institutions;

(a) Applications for All USA Academic Team Awards may be obtained from the offices of the presidents or the dean of students of the state's two-year public, postsecondary institutions.
(b) Each applicant must submit to the All USA Academic Team Review Committee a complete scholarship application which includes the following materials:
(1) an institution nomination and eligibility form;
(2) biographical questionnaire and release authorization form;
(3) an official transcript of the nominee's complete college record to date;
(4) nomination and supporting information;
(5) the nominee's 500-word essay; and,
(6) letters of recommendation.
(c) All information requested by the All-USA Academic Team Review Committee must be completed and the items delivered to the All-USA Academic Team Review Committee Must be completed and the Items delivered to the All-USA Academic Team Review Committee by the committee's published deadline dates. If all items and information are not provided or completed, a nominee will be considered ineligible for consideration in the All-USA Academic Team Competition.
(d) The rankings for the All-State Team are determined by the scores nominees receive from judges selecting winners for the National Academic Team. The top two ranked students from each college in the Alabama College System will comprise the Alabama All-State Team.
(e) Each person selected for the All-State Team will be notified by the Chancellor of the Alabama College System of team selection and scholarship award to be provided through the All Alabama Academic Team Recognition Program. The notification from the Chancellor will inform the recipient the scholarship must be used within three years and will instruct the awardee to provide to the approved institution the student plans to attend the following information:
1. the official notice of the scholarship award; and,
2. the term the student plans to use the funds available.
(f) An approved institution shall prepare and forward to the Alabama Commission on Higher Education a roster of students who are determined to be eligible for an All Alabama Academic Team Recognition Program scholarship for the term.
1. the award list shall contain the names, Social Security numbers, direct educational cost, and scholarship award amount of all awardees.
2. each award shall be not less than $25 for any academic term.
3. an authorized institutional representative shall sign the award list certifying that each student on the roster is eligible for an award and has submitted to the approved institution complete and acceptable documentation of scholarship eligibility for the term payment is requested,
4. the following schedule applies to the submission of scholarship rosters to the Alabama Commission on Higher Education:
(i) October 1 is the deadline date for institutions to request scholarship payments for the Fall term;
(ii) February 1 is the deadline date for institutions to request scholarship payment for the Winter Quarter or Spring Semester;
(iii) April 1 is the deadline date for institutions to request scholarship payment for the Winter Quarter; and,
(iv) July 1 is the deadline date for institutions to request scholarship payments for the Summer term.
(g) Disbursement of all scholarships shall be made by checked to approved institutions for payment to scholarship recipients. The Alabama Commission on Higher Education shall have checks prepared for issuance to approved institutions.
(i) The Alabama Commission on Higher Education shall prepare vouchers for approved institutions for payment for eligible students for whom funds are available.
(ii) The Alabama Commission on Higher Education shall verify each check is properly prepared.
(iii) Each check shall be mailed along with a certification roster to the institutional financial aid officer for credit to the accounts of eligible students.
(iv) The institution shall issue credit to the accounts of eligible students. The complete certification roster shall be returned to the Alabama Commission on Higher Education no later than sixty (60) calendar days after receipt of the certification roster at the institution.
(5) All proceeds which cannot be delivered by the institution to designated award recipients shall be returned to the Alabama Commission on Higher Education along with the reason(s) for returning these monies, no later than sixty (60) calendar days after receipt of the funds.
