The U.S. Department of Commerce (Commerce) preliminarily determines that the sole respondent under review sold subject merchandise at less than normal value during the period of review (POR) August 1, 2022, through July 31, 2023. We invite interested parties to comment on the preliminary results of this review.

SUPPLEMENTARY INFORMATION:
Background
On August 23, 2021, Commerce published the antidumping duty (AD) order on seamless carbon and alloy steel standard, line, and pressure pipe (seamless pipe) from Ukraine. On August 2, 2023, Commerce notified interested parties of the opportunity to request an administrative review of the Order covering the POR.

On October 18, 2023, based on a timely request for review, Commerce initiated an administrative review of the Order with respect to Interpipe. On April 18, 2024, Commerce extended the deadline for issuing the preliminary results of this review until August 30, 2024, in accordance with section 751(a)(3)(A) of the Tariff Act of 1930, as amended (the Act) and 19 CFR 351.213(h)(2). On July 22, 2024, Commerce tolled certain deadlines in this administrative proceeding by seven days. The deadline for these preliminary results are now September 6, 2024. Methodology
Commerce is conducting this review in accordance with section 751(a) of the Act. We calculated constructed export prices in accordance with section 772 of the Act and normal value in accordance with section 773 of the Act.
