j. Pepperell Hydro Company, LLC filed its request to use the Traditional Licensing Process on October 11, 2012 (revised on October 19, 2012). Pepperell Hydro Company, LLC provided public notice of its request on October 19 and 26, 2012. In a letter dated November 29, 2012, the Director of the Division of Hydropower Licensing approved the request to use the Traditional Licensing Process.

With this notice, we are initiating informal consultation with: (a) The U.S. Fish and Wildlife Service and/or NOAA Fisheries under section 7 of the Endangered Species Act and the joint agency regulations thereunder at 50 CFR, Part 402; (b) NOAA Fisheries under section 305(b) of the of the Magnuson-Stevens Fishery Conservation and Management Act and implementing regulations at 50 CFR 600.920; and (c) the Massachusetts Historical Commission, as required by section 106 of the National Historical Preservation Act, and the implementing regulations of the Advisory Council on Historic Preservation at 36 CFR 800.2.
l. On November 20, 2012, Pepperell Hydro Company, LLC filed a Pre-Application Document (PAD) with the Commission, pursuant to 18 CFR 5.6 of the Commission's regulations.
