Case No. R-2352 SUPPLEMENTAL DECISION AND CERTIFICATION OF REPRESENTATIVES September 2,1941 - - On March 29, 1941, the National Labor Relations Board, herein called the Board, issued a Decision and Direction of Election in the above-entitled proceeding.' Pursuant to the Direction of Election, an election by secret ballot was conducted on April 21, 1941, under the direction and supervision of the Regional Director for the Thirteenth Region (Chicago, Illinois). On April 24, 1941, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties- an Election Report on the ballot. F. of L_________________________ 6 On April 29, 1941, Telegraph Workers Independent Union, herein called the Independent, filed Objections to the Election Report. On May 9, 1941, the Regional Director issued a Report on Objections to Election Report. We have considered the Objections of the Inde- 130 N. L. It. B. 720. 35 N. L. R. B, No. 24. 118 WESTERN UNION TELEGRAPH COMPANY 119 pendent and the Regional Director's Report thereon and find that the Objections raise no substantial or material issues with respect to the conduct of the ballot. The Objections are hereby overruled. By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Relations Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, IT IS HEREBY CERTIFIED that Springfield Local Number 51, Western Union Division No. 2, Commercial Telegraphers' Union, affiliated with the American Federation of Labor, has been designated and selected by a majority of all employees working in the plant, traffic, and com- mercial departments at the Springfield, Illinois, office of The Western Union Telegraph. Company, excluding supervisory employees, as their representative for the purposes of collective bargaining, and that, pur- suant to Section 9 (a) of the Act, Springfield Local Number 51, West- ern Union Division No. 2, Commercial Telegraphers' Union, affiliated with the American Federation of Labor, is the exclusive representa- tive of all such employees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other condi- tions of employment.
