Chairman Liebman, concurring:
I agree that the Regional Director correctly applied current Board precedent to the issues
presented. However, our case law governing the relocation of unit employees is confusing and is
based on distinctions which cannot be easily rationalized. I therefore believe the Board should
revisit this area of law in the appropriate case.
