Pursuant to the Direction of Election, an election by secret ballot was conducted on April 10, 1941, under the direction and supervision of, the Regional Director for the Sixth, Region (Pittsburgh, Penn- sylvania). On April 11, 1941, the Regional Director, acting pur- suant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties an Election Report. No objections to the conduct of the ballot or the Election Report were filed by any of the parties. I. 0---------- 825 Votes cast for neither_____________________________________ 22 By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Re- lations Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, 130 N L R. B 607. 2 By agreement of the parties , 24 ballots sent to absentee voters were not counted because they could not have . affected the outcome of the election 3 The challenged ballots were not counted because they could not have affected the results of the election. 31 N. I. 0., has been designated and selected by a majority of -all production 'and main- tenance employees of Union Switch and Signal Company, Swissvale, Pennsylvania, including electrical and mechanical inspectors, inspec- tion department employees, chasers, and storeroom employees, but excluding clerical, technical, engineering and other specially skilled or professional workers, watchmen, and supervisory employees, as their representative for the' purposes of collective bargaining, and that, pursuant to the provisions of Section 9 (a) of the National Labor Relations Act, United Electrical, Radio and Machine Workers of America, Local 610, affiliated with the C.
