Pursuant to the Direction of Elec- tion, an election by secret ballot was conducted on November 7, 1941, under the direction and supervision of the Regional Director for the Fifteenth Region (New Orleans, L"ouisiana). On November 15, 1941, the Regional Director issued and duly served upon the parties an Election Report. On December 13, 1941, the Board issued a Supplemental Decision and Direction 2 On December 24, 1941, the Regional Director issued and duly served upon the parties a supple- mental Election Report. On January 24, 1942, the Board issued a Supplemental Decision and Direction of Run-off Election.3 . Pur- suant to the Direction of Run-off Election, an election by secret ballot was conducted on February 13, 1942, under the direction and super- vision of the Regional Director. On February 17, 1942, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties a "Report on Run-off Election." No objections to the conduct of the ballot or the Report on Run-off Election have been filed by any of the parties. O.)------------------------------------------- 41 By virtue of and pursuant to the power vested in the National Labor Relations Board by Section 9 (c) of the National Labor Rela- tions Act, 49 Stat. 449, and pursuant to Article III, Sections 8 and 9, of National Labor Relations Board Rules and Regulations- Series 2, as amended, IT IS HEREBY CERTIFIED that Upholsterers International Union of North America, Local #252, affiliated with American Federation of Labor, has been designated and selected by a majority of all mainte- nance and production employees of Tucker Duck & Rubber Co. Inc., at its three plants in Fort Smith, Arkansas, excluding supervisory and clerical employees, as their representative for the purposes of collective bargaining, and that, pursuant to Section 9 (a) of the Act, Upholsterers International Union of North America, Local #252, affiliated with American Federation of Labor, is the exclusive repre- sentative of all such employees for the purposes'of collective bargain- ing in respect to rates of pay, wages, hours of employment, and other conditions of employment.
