R-3445 CERTIFICATION OF REPRESENTATIVES February 27, 194 On January 30, 1942, the National Labor Relations Board issued a Decision and Direction of Election in the above-entitled proceed- ings.1 Pursuant to the Direction of Election, an election by secret ballot was conducted on February 17, 1942, under the direction and supervision of the Regional Director for the Third Region (Buffalo, New York). On February 18, 1942, the Regional Director, acting pursuant to Article III, Section 9, of National Labor Relations Board Rules and Regulations-Series 2, as amended, issued and duly served upon the parties an Election Report on the ballot. No objec- tions to the conduct of the ballot or the Election Report have been filed by any of the parties. R B, No 52. 285 286 DECISIONS OF NATIONAL LABOR RELATIONS BOARD IT IS HEREBY CERTIFIED that Federal Labor Union #22973, affiliated with the American Federation of Labor, has been designated -and selected by a majority of all employees at the Rochester, New York, office of The Western Union Telegraph Company, excluding em- ployees' having authority to hire and discharge, temporary messen- gers, sales manager, chief clerk in commercial department, chief bookkeeper, cashier, night chief operators, statistical clerk in traf- fie department, telephone bureau supervisor, automatic department supervisor, city foreman, and T. &'R. chief, as their representative for the purposes of collective bargaining, and that, pursuant to Section 9 (a) of the Act, Federal Labor Union #22973, affiliated with the American Federation of Labor, is the exclusive represen- tative of all such employees for the purposes of collective bargaining in respect to rates of pay, wages, hours of employment, and other conditions of employment.
